Effective January 1st 2023 the Public Works Department is requesting that all Permit Applications be submitted through the self-service portal. Must be 18 years or older and an authorized agent of the property owner to apply.

Review 2021 International Residential Code Amendments
The City of Florissant has adopted the 2021 International Residential Code (the model code) with modifications. The most recent modifications are contained in ordinance #8875 and was adopted by the City Council on 3/27/23. The newest changes will go into effect 5/1/23. All permits approved on or after this date must comply with these modifications. The ordinance contains these modifications in a numbered list which refers to the specific code section that is modified. This ordinance does not contain the entire model code. Business Licenses
Below you will find a guide with instructions on how to use the new online portal. It will also provide a list of the information required to begin the online licensing process and instructions. Included in the document are steps on how to become compliant with the State of Missouri. This document is NOT your business license registration. Before applying for a Business license, you should verify that you have zoning authorization, that no special use permits are required for the physical business address, and that a Commercial Occupancy Application and Zoning Authorization has been Approved by the Public Works Building Commissioner. Occupancy Certificates and Business Licenses are not transferable from owner to owner or from one location to another.

Commercial Occupancy Permits and Inspections
All applications must be completed on the Public Works portal at my.florissantmo.com. Complete the application identified as Commercial Occupancy. Prior to occupying a commercial building, which includes such uses as schools, churches, community organizations, an occupancy inspection and permit are required. Applications for a commercial occupancy inspection may be obtained from the Public Works department located in the lower level of City Hall. The Building Commissioner reviews all commercial occupancy requests for compliance to the Florissant Zoning Code. Garage Sale Permits
Garage Sale / Estate Sale Fillable Form
The City of Florissant requires permits for garage sales and estate sales. A physical copy of the permit may be obtained from the receptionist's desk at City Hall or you may have it faxed to you by calling 314-921-5700.
The list of rules and regulations for both garage and estate sales are as follows:
Rules and Regulations Pertaining to Garage/Yard/Moving Sales:
- Sunday sales are not permitted.
- Two garage / moving / yard sales are allowed per year at said location.
- Sale cannot be held more than two (2) consecutive days.
- All sales must be held behind the building line or the front most portion of the building, whichever is closer to the front property line.
- One (1) sign, no larger than six (6) square feet, may be displayed on the property the day of the sale, and no more than two (2) other signs providing directions to the property. All signs must be removed by 5:00 p.m. on date of sale.
- Permit is to be posted on property the day of the sale.
- No other signs, flags, streamers, balloons, etc. are allowed at location of sale or in the vicinity surrounding the sale.
- VIOLATIONS OF THE RULES ARE SUBJECT TO COURT SUMMONS /ACTION

Rental Property License Application
All applications must be completed on the Public Works portal at my.florissantmo.com. Complete the application for Residential Rental License. The owner or authorized agent must complete the application in its entirety. A valid ID must accompany all application. All applications must identify their “Crime Free” representative.
Rental property owners must be able to provide a representative that has attend the Crime Free seminar. This is a requirement for all rental property owners in the City of Florissant

Residential Building Permits
The City of Florissant takes pride in its community and housing stock. Building codes were adopted by the City Council to insure and protect the public health, safety, and general welfare of its residents.
The City of Florissant requires permits for most remodeling including fences, swimming pool, decks and porches, sheds, room additions, basement remodeling, garages, fireplaces, patio covers, electrical wiring, plumbing work, water heater replacement, and furnace and air conditioner installation.
If you are planning a project you may call the public works office at 314-839-7648 to find out if a permit is required.
A permit application must be filled out and submitted on the Public Works portal at my.florissantmo.com under Construction Permit applications. Be prepared to submit a copy of the site plan (survey) showing the location of the structure to be built, including distances from property line and detailed construction plans showing top and side views, dimensions, type of wood, size of footing, etc. Submittals are dependent upon type of construction.
Generally there is a waiting period between submission of the application and issuance of the permit of 7 to 10 days to allow for proper plan review. The City of Florissant issues about 2,700 building permits a year. Permits are processed on a first come / first served basis.
Residential Occupancy Inspection Application
A permit application must be filled out and submitted on the Public Works portal at my.florissantmo.com. Complete the application identified as Residential Occupancy Inspection. The owner or authorized agent must complete the application in its entirety. A valid ID must accompany all applications. Property must be clean and free of all trash and debris with all utilities working. Inspection date and time will be scheduled upon receipt of payment. Properties that will be rented must have a current rental license on file.
