Rules and Criteria:

The City of Florissant is excited to offer artists the opportunity to showcase their work in public spaces through murals in our parks and recreation areas. To ensure the quality and integrity of these public artworks, the following rules and criteria must be adhered to by all applicants. The goal is showcasing Florissant and its artists in a positive light with art and to bring more foot traffic to designated areas.

This is a voluntary project, artists are required to supply their own materials.


Rules and Guidelines

  1. Mural Registration and Submission:
    • All artists must submit their mural design(s) using the official Registration Form to the Parks Director for review.
    • A completed registration form must include:
      • Full contact information of the artist(s)
      • Detailed description and concept of the proposed mural
      • Dimensions and proposed location of the mural
      • Any materials or specific techniques to be used
    • Submissions will be received on a rolling basis, but entry deadline is February 28th and August 31of each year.
    • Murals will be displayed for a 6-month period. April-September & October-March
  2. Materials:
    • Artists are required to supply their own paint, tools, and materials.
    • Artists are required to paint the wall white or the base color of their choice over the existing art to start.
    • All materials used must be weather-resistant, durable, and suitable for outdoor application.
    • The Parks Department may assist with identifying mural locations and providing limited logistical support.
    • Each artist will be assigned a designated wall measuring 15ft wide by 15ft 8in high or 20 feet wide by 15ft 8in high and should purchase enough materials to cover this area. 
  1. Mural Maintenance:
    • Artists will be allowed the opportunity to fix any graffiti or damage to the wall
    • If an artist cannot repair any damage the city will paint the wall white to cover any extensive damage if it is before the 6-month period.
  2. Location:
    • Koch Park-315 Howdershell Rd, Florissant, MO 63031
  3. Design Content:
    • No explicit content: Murals must be family-friendly and appropriate for all ages.
    • No political messages: Murals may not promote or reference political figures, movements, or messages.
    • Each Submission must not include identifiable person or persons unless you have received a written consent for use of their image/likeness. Failure to provide proof of consent will lead to automatic disqualification from the program.
    • Must not contain material that violates or infringes another’s rights, including but not limited to privacy, publicity or intellectual property rights, or that constitutes copyright infringement.
  4. Approval Process:
    • The Florissant Art Commission will review all mural designs submitted by artists.
    • Designs will be evaluated based on artistic originality, composition, and technical skill.
    • The Art Commission reserves the right to reject any design that does not meet these criteria or aligns with inappropriate content.

Final Approval: The Parks Director, in consultation with the Florissant Art Commission, will notify all applicants of the final approval decision. Approved artists will receive further instructions on the timeline, installation procedures, and additional park regulations.
